During Darkness it help person to climb DOWN/UP the stair since they store light when light source is ON and emit light for 4 hours when light source is OFF. So in darkenss they emit light making staircase useable.

This paint absorbs light during day time and  stores it. During night it Emits Light  with out any light source.
